West Des Moines, IA

West Des Moines began as Valley Junction in 1893, and that original town still has its own zoning districts. Whether your home is there or in a newer area, a remodel needs a city permit filed online. This page explains what West Des Moines requires before a remodel starts.

What a West Des Moines remodel needs from the city

West Des Moines lists remodels, basement finishes and egress windows as permit projects, with trade work on separate sub-contractor permits. The fee is flat for smaller jobs and valuation-based for larger ones. These cards cover what triggers a permit, older-home zoning and the cost of skipping one.

What needs a permit

The city’s single-family list includes remodels, additions, egress windows, basement finishes, decks, fences and demolition. Each has its own checklist inside the City Access Portal. Applications must be filed electronically; paper needs prior approval. A lobby kiosk at City Hall helps applicants who do not have a computer.

Structural and load-bearing work

Removing a load-bearing wall, one that carries weight from above, is remodel work that needs a permit and plans. The city’s design parameters set a 30-pound ground snow load and a 24-pound roof load, which drive beam sizes in the roof. Wind design runs 105, 115 or 120 mph by building risk category.

Trade work

Plumbing, mechanical and electrical work is permitted separately on sub-contractor permits. Licensed trades file them through the portal. On our remodels, licensed subcontractors handle that work while we manage the schedule and the building permit. Each trade permit is inspected on its own.

Valley Junction and older homes

West Des Moines has dedicated zoning districts for its oldest area, including SF-VJ for Valley Junction single-family homes and VJHB. The city’s interactive zoning map shows which district your home sits in. District rules can differ from the standard RS and R-1 tables, so we check before we design.

Fees and the $10,000 line

A remodel in an existing home pays a flat $59.50 under $10,000. At $10,000 or more, the city values it at $88.00 per square foot or by the applicant, whichever is greater. That value then runs through its fee table. Demolition permits are a flat $47.50. The current schedule took effect July 1, 2026.

Skipping the permit

Work done without a permit carries an investigation fee equal to the permit fee, charged in addition to it. In practice, the owner pays the fee twice, and the work still has to be permitted and inspected. Pulling the permit first is the cheaper route.

How Busy Builders builds your West Des Moines home remodel

We confirm your zoning district on the city map, settle the scope, and file the remodel permit through the City Access Portal. Licensed electricians, plumbers and HVAC subcontractors file sub-contractor permits for their parts. Each inspection is requested once that stage is ready, so walls stay open until the trade work passes.

Busy Builders started in West Des Moines in 2020 and has completed more than 1,285 projects across Central Iowa. Small jobs get scheduled quickly too, and one customer noted the crew cleaned up before leaving.

FAQs About Home Remodeling
in West Des Moines

Every remodel is priced from a written estimate, because walls, plumbing, wiring and finishes vary so much. Older homes can also hide moisture or wiring problems. The city’s building fee is separate: $59.50 flat under $10,000, or valuation-based above it.

Yes, for remodels, additions, basement finishes and egress windows, which the city lists as permit projects. Plumbing, electrical and mechanical work need sub-contractor permits. All applications go through the City Access Portal, since paper needs prior approval.

The city charges an investigation fee for work without a permit. It equals the calculated or flat permit fee and is added to it, so you pay that amount twice. The work still needs its permit and inspections.

It might be. Besides the standard RS and R-1 districts, the city has OS, RE, SF-CR, SF-VJ, VJHB and MH districts, plus many planned unit developments. The city’s interactive zoning map shows your district, and we check it before any design work.

The Building Division within Development Services at City Hall, 4200 Mills Civic Parkway. Call 515-222-3630 or email bi@wdm.iowa.gov. City Hall is open Monday to Friday, 8 am to 5 pm, and the main line is 515-222-3600.

Most permit fees are based on the total value of the work, including labor and materials. The Building Official uses the calculated or actual valuation, whichever is greater. Work valued from $50,001 to $100,000 pays $595 plus $5.00 for each added $1,000.
