Building in Winterset and Madison County

Winterset adopted the 2021 International Existing Building Code. That matters more than it sounds. The IEBC is the code that actually governs alterations to a house that already stands. So a Winterset remodel gets reviewed against a rulebook written for existing buildings, not new ones. The city also enforces the 2021 International Residential Code and the 2021 International Building Code. Plumbing, electrical and mechanical work follow the state codes: the 2024 Uniform Plumbing Code, the 2023 National Electrical Code and the 2024 International Mechanical Code. A local amendment exempts one story detached accessory structures of 200 square feet or less from a permit. Site plan approval from the Zoning Department still applies. The city also lists some exterior work that needs no permit, so ask before you assume either way. Most permits run 18 months from issuance, and demolition permits run six. Fence permits are $65 and residential grading is $50. Permits go through the Winterset Building and Zoning Department at City Hall, 124 W Court Avenue, 515-462-1422. Rich Parker of Veenstra & Kimm inspects, at 515-249-2761. Call us at 844-435-9800. Permit rules and fees change, so confirm them with the city before you commit to a budget.

What each project costs and requires in Winterset

Winterset, the Madison County seat, was platted in 1849 and counted 5,353 residents in the 2020 Census. Permits start at City Hall on West Court Avenue, and Veenstra and Kimm inspects for the city under its amended 2021 residential code. The cards below give a starting price where we publish one and the Winterset rule that matters most for each project.

Home Building in Winterset

New homes start from about $150 per square foot. Final costs vary by scope, materials, complexity and location within our service area. Winterset’s amended code sets foundation depth at 42 inches below grade. Homes with 8,000 square feet or more of floor space need fire sprinklers. Before the final certificate of occupancy, the walks, drive, approach and seed or sod must be in. New electric and water service goes through Winterset Municipal Utilities, which asks for at least five business days. How long a build takes is the second most common new-home question we see, and we answer it in the estimate.

Home Remodeling in Winterset

Winterset’s permit guide says that typically all remodeling and alterations need a building permit. Changing wiring, outlets, drains, water lines, water heaters or furnaces adds a trade permit. The city adopted the 2021 International Existing Building Code, the rulebook for work on older homes. To set the fee, Winterset values remodel work at 30 percent of the International Code Council’s per-square-foot cost for a new wood-frame home. Start before the permit is issued and the fee doubles. Repeat customers show up often in our reviews, including one family that hired us back for a bathroom and plans a kitchen next.

Kitchen Remodeling in Winterset

Kitchen remodels start from about $250 per square foot. Final costs vary by scope, materials, complexity and location within our service area. Plan on about 6 to 12 weeks from approval through the final punch list. In Winterset, plumbing, electrical and mechanical rough-ins are inspected before insulation goes in. Veenstra and Kimm needs 24 hours of notice, and inspections run 8:00 to 4:30 on weekdays. Nothing gets covered until the inspector approves it. When we open a kitchen wall, we often find mold behind the sink from years of a slow faucet leak.

Bathroom Remodeling in Winterset

Bathroom remodels we have quoted run from about $3,000 to $5,000 for a facelift up to about $60,000 for a large primary bath. Most three-quarter or full baths that keep the layout land near $15,000 to $20,000. Final costs vary by scope, materials, complexity and location within our service area. Winterset uses a separate residential trade permit for plumbing and electrical work. At rough-in, the drain, waste and vent piping must pass a test. That is water held 5 feet above the pipe, or air at 5 psi. Licensed plumbers we coordinate run that test. Two full bathroom remodels from 2026 earned reviews from their owners.

Basement Finishing in Winterset

Winterset’s amended code is clear on egress. Any new habitable space created in an existing basement needs an emergency escape opening. That means a window with 5.7 square feet of net clear opening and a sill no higher than 44 inches. A permanent landing may meet the sill height. It must be at least 36 inches wide, stick out at least 12 inches and stand no taller than 24 inches. Existing low ceilings may be finished if drywall or tile is all that lowers them. About 5 in 7 Iowa homes test above the EPA radon action level of 4 pCi/L. After cost, financing is the basement question homeowners search most.

Basement Remodeling in Winterset

Winterset’s permit guide lists remodeling and alterations among the projects that typically need a building permit, and reworking a finished basement fits. The city values remodel work at 30 percent of the ICC wood-frame cost per square foot to set the fee. A new bedroom counts as new habitable space, so it needs an egress window under the city’s amendment. A permanent landing may help reach the 44-inch sill. Plumbing, electrical and HVAC rough-ins are inspected before insulation, and framing is checked after those trades are in.

Winterset’s code says covering work before inspection can get the permit revoked. That matters on a remodel, because old walls hide problems. We often find mold, missing moisture barriers, poor insulation and unsafe wiring. We have also fixed basements botched by others, from concrete spilled into a sump pit to walls that were never fastened. Licensed trades we coordinate correct the wiring and plumbing first. Then the framing inspection, insulation and drywall follow in order.

Deck Building in Winterset

Winterset’s building permit form has separate boxes for an open deck and a covered deck, plus a line for deck square footage. The city also amended its stair rules. The top and bottom riser of a stair may vary up to 1 inch from the rest, but no riser may top 7 3/4 inches. We build in composite and pressure-treated wood, and we price each deck in a written estimate. Our photo files include a raised wood deck with a long stair run to grade on a two-story home.

Home Additions in Winterset

Additions start from about $300 per square foot. Final costs vary by scope, materials, complexity and location within our service area. For work outside your existing walls, Winterset’s permit guide asks for a plot plan, floor plans, foundation plans, structural details, elevations and a section drawing. It also wants energy code documents, including Manual J and S, the heating and cooling load and equipment sizing reports.

Single-family homes in the R-1 and R-2 districts share one standard. It calls for 30-foot front and rear yards and 5-foot side yards totaling 15 feet. Height tops out at 35 feet. Foundations go 42 inches below grade. A seasonal room can rest on 6 by 6 treated posts over frost-free footings at each roof bearing point. Iowa’s SF 592 allows an accessory dwelling unit up to 1,000 square feet or 50 percent of the house, whichever is larger. Cities cannot require the owner to live there. We also build attached garages and storm shelters on request.

FAQs About Home Construction & Remodeling in Winterset, IA

The IEBC is the code written for work on buildings that already stand. Winterset adopted the 2021 edition. It gives repair, alteration and change of occupancy their own clear paths, so a remodel is reviewed against rules written for houses that already stand. Ask the Building and Zoning Department at 515-462-1422 which path fits your project before plans are drawn.

A local amendment exempts one story detached accessory structures of 200 square feet or less from a building permit. That does not mean you skip the city. Site plan approval from the Zoning Department is still required, so setbacks and placement still get checked. Call the Building and Zoning Department at 515-462-1422 with your dimensions before you order materials.

All permits except demolition expire 18 months from issuance. Demolition permits expire in six months. Eighteen months gives a phased project real room. It is still worth timing the application to the start of work, since an expired permit means reapplying and paying again.

Rich Parker of Veenstra & Kimm inspects for the city, at 515-249-2761. Permits themselves go through the Winterset Building and Zoning Department at City Hall, 124 W Court Avenue, 515-462-1422. Two numbers, two jobs. Calling the right one first saves a day, and we handle those calls as part of the job.

No. The downtown facade standard applies to the commercial district, not to residential neighborhoods. Your house is reviewed against the adopted building codes and the zoning rules for your lot, not against a design guideline. If your property sits close to the square, call the city at 515-462-1422 and confirm before you plan any exterior change.

A fence permit is $65. Residential grading is $50, and a right of way or sanitary sewer permit is $50. Wrecking, demolition and building moving permits are $25. Commercial trade permits are $75. Fees change, so confirm the current schedule with the Building and Zoning Department at 515-462-1422 before you set a budget.
