- Permits and rules

## Remodel permits in Adel: what triggers one

In Adel, a remodel needs a zoning and building permit whenever a building is structurally altered. Plumbing and electrical changes take their own permits. Larger remodels also bring job site rules. Here is how the city’s code applies to work on an existing home.

### The permit trigger

Section 165.11 says no building may be erected, moved, added to or structurally altered without a zoning and building permit. Structural work, such as moving a bearing wall or cutting a new opening, falls under that rule. When a project sits near the line, we ask the city before we start.

### Job site rules for big remodels

Section 156.04 applies to every substantial remodel and new build. The site needs a portable toilet staked down, a temporary address and runoff protection that keeps dirt out of the street. A dumpster or trailer must stay from start to finish, with trash weighted down or secured.

### Nonconforming houses

A house that does not meet today’s setbacks is called nonconforming. Adel lets you keep and repair it. You may not enlarge or alter it in a way that increases the nonconformity. If the structure is ever moved, it must then meet the current district rules.

### Trade work and licensed subs

Plumbing and electrical permits use their own residential applications on the city website. Adel’s code lists the 2021 plumbing code and the 2020 electrical code, while Iowa’s state codes are the 2024 UPC and 2023 NEC. Licensed plumbers and electricians we coordinate confirm the edition in force with the city. The Community Development Director inspects for the city.

### Codes for existing buildings

Adel’s ordinance lists the 2006 International Existing Building Code, which governs repairs and alterations to existing homes. It also lists the 2018 property maintenance code. The zoning code overrides any of these where it is stricter. We confirm the editions in force before design.

### Fees and time limits

Adel bases fees on project value, starting at $22 for work up to $500. Work valued at $50,000 to $100,000 pays $586.25 for the first $50,000, plus $6.25 per added $1,000. Re-inspections run $42 an hour. The job must start within 180 days and finish substantially within two years.

- Our process

## How Busy Builders builds your Adel home remodel

We start by checking whether your remodel structurally alters the house, since that is Adel’s permit trigger. If it does, we upload plans with the city’s online form and line up the trade permits. On a substantial remodel, the portable toilet, temporary address, runoff control and dumpster go in before demolition. You can text the crew with changes, and we keep you informed at each inspection.

Busy Builders is a registered Iowa contractor (DIAL C140184). We complete more than 100 projects a year, and repeat customers are common in our reviews.

## FAQs About Home Remodeling
in Adel, IA

How much does a remodel cost in Adel?

It depends on the rooms. Kitchen remodels start from about $250 per square foot. Bathrooms we have quoted run from about $3,000 for a light facelift to about $60,000 for a large primary bath. Final costs vary by scope, materials, complexity and location within our service area. Other remodels get a written estimate after a walk-through.

Does every remodel in Adel need a permit?

Adel requires a zoning and building permit when a building is structurally altered, added to or moved. Plumbing and electrical changes need their own permits. Work that touches none of those may not need one. We confirm with the city before starting.

What job site rules apply to an Adel remodel?

For substantial remodels, section 156.04 requires a staked-down portable toilet, a temporary address and protection against runoff and dirt in the street. A dumpster or trailer must stay on site for the whole job. The building inspector or public works director decides placement when several projects share a site.

My house sits closer to the lot line than code allows. Can I remodel it?

Usually, yes. Adel calls it a nonconforming structure. You can repair and alter it, as long as the change does not increase the nonconformity. An addition that pushes further into a setback is the kind of change the rule blocks.

Which building codes apply to remodeling in Adel?

Adel’s ordinance, current through August 2026, lists the 2006 International Existing Building Code and the 2006 residential code. It lists the 2021 plumbing code and 2020 electrical code, while Iowa’s state trade codes are the 2024 UPC and 2023 NEC. Zoning rules win where they are stricter. Confirm the current editions with the building official before design.

How long do I have to finish an Adel remodel once permitted?

Work must begin within 180 days of the permit date. The whole job must be substantially complete within two years. If either deadline passes, the zoning administrator cancels the permit in writing, and work stops until a new one is issued.
