Yes, a deck in West Des Moines needs a permit, filed through the City Access Portal. The city sets a flat fee for smaller decks and publishes a 42-inch frost depth and a front yard rule for open decks. Here is what the Building Division asks for.

### Permit and portal

Decks and porches appear on the city’s list of residential projects that require a permit. Applications go through the City Access Portal, where you upload plans, track review and pay. Paper is not accepted without prior approval. A kiosk in the City Hall lobby at 4200 Mills Civic Parkway serves anyone without a computer.

### What the deck permit costs

The Fee Estimator effective July 1, 2026 sets a flat $47.50 deck fee when the project is under $10,000. Larger decks move to a valuation basis. The Building Official uses the calculated or actual value of the work, whichever is greater, and that value includes labor and materials.

### Footings and frost depth

West Des Moines publishes a frost depth of 42 inches in its design parameters, so deck footings go at least that deep. The same list sets a ground snow load of 30 pounds per square foot and a 24-pound roof load. The city also has a Cold Weather Concrete Policy for winter pours.

### Front yard decks and porches

The zoning code lets an open porch or deck at least 6 feet deep reach up to 8 feet into the standard front yard setback. In RS zoning that front yard is 30 feet; in R-1 it is 35 feet. Rear and side placement rules sit in another code section, so we confirm them with the Building Division.

### Covered and screened porches

A roof changes the fee line. A covered or screened porch pays a $60.50 flat fee, or is valued at $65.00 per square foot when larger. A seasonal porch that is conditioned and insulated, with windows, is valued at $88.00 per square foot.

### Requesting inspections

Call the Building Division at 515-222-3630 to request an inspection. Anyone listed as a contact on an active permit, with a portal account, can request one online instead. The city’s inspection pages do not publish an advance-notice window, so ask early.
