A new home on rural ground needs a county permit from Community Development at 641-792-3084, plus four inspections: footings, foundation walls, rough in and final. Inside Newton the city reviews the plans, and permits usually issue in 2 to 3 business days. Show your lot pins at the foundation inspection, because no permit issues while property lines are unclear. Newton publishes a 42 inch frost depth, and we set footings to that depth countywide. Home building starts at $150 per square foot, and final costs vary by scope, materials and complexity.

A 1965 kitchen was built for one cook, one oven and a small refrigerator. Opening it up usually means moving a wall, a vent or a gas line, and a permit follows. Inside Newton that goes through the Building Division at 641-792-6622. Inside Colfax, the City Administrator handles both zoning and building at 515-674-4096. Outside both cities, the county reviews it. Older houses hide surprises behind the plaster. Kitchen remodeling starts at $250 per square foot, and final costs vary by scope, materials and complexity.

Older basements here fail today’s rules in quiet ways. Ceiling height under 7 feet. A bedroom window too small to count as egress. A stair with the wrong rise. We sort the must change items from the want to change items before design starts. On a hillside lot we check the uphill wall first, because the gumbo till pushes groundwater sideways. A seepage problem has to be solved before drywall goes up. Fixing it afterward costs several times more than fixing it now.

A bathroom packs more trades into less space than any other room. On county work the rough in is one of the four required inspections, so the plumbing and wiring get looked at before anything closes up. Inside Newton, Veenstra & Kimm, now part of Kleinfelder, handles inspections at 515-850-2980. We lay out clearances on the floor before ordering anything, because an inch matters at a door swing. A basement bath needs a drain plan before demolition, not after. Inside Colfax, one person signs off on both zoning and building.

An addition changes your foundation footprint, which is where local rules bite. Colfax requires trench footings at least 42 inches below finished grade with two #4 horizontal reinforcing bars. Newton publishes the same 42 inch frost depth, a 30 psf snow load and a base wind speed of 80 mph in Exposure B. On county ground an addition needs its own permit and four inspections. We build additional stories, sunrooms, garages, ADUs and tornado shelters. Additions start at $300 per square foot, and final costs vary by scope, materials and complexity.

Finishing a basement here starts with water. On a slope, the gumbo till sends groundwater sideways, so the uphill wall gets footing drains and free draining backfill before anything else happens. Then three numbers matter. A bedroom needs an egress opening with 5.7 square feet of net clear area. Habitable ceiling height runs 7 feet minimum. And we test for radon before we finish. Every Iowa county sits in EPA Zone 1, and Iowa averages 8.5 pCi/L indoors against 1.3 nationally.

A deck needs a permit in most of this county, and the rules differ across all three jurisdictions. Colfax narrows the standard permit exemptions, so work the model code lets you skip can still need a permit at 515-674-4096. Newton and the county each run their own review. Footings go below 42 inches, the depth Newton publishes and Colfax writes into its own code. We size footings for the span, flash the ledger properly, and build guard height and stair rise to code.

The Code

### THIS COUNTY INSPECTS, ITS NEIGHBORS DO NOT

Iowa does not make a county adopt a building code. Boone, Warren, Story, Guthrie and Marshall counties never have, so outside their city limits nobody checks your structure.

Jasper County broke that pattern. It passed Ordinance 40D on March 26, 2024, adopting a full county building code. It also employs its own Building Official and two Inspection Technicians, who inspect in house rather than by contract.

The county requires four inspections on rural work: footings, foundation walls, rough in and final. That is real oversight on rural ground, and it is rare in Central Iowa. It also means your schedule has to leave room for four visits, so we book them into the calendar early.

Code Vintage

### REAL INSPECTIONS AGAINST A 2006 CODE

Here is the part nobody volunteers. Ordinance 40D adopts the 2006 I-Codes. The inspections are real, but the code behind them is not current.

Now count the vintages inside one county line. Unincorporated Jasper County runs 2006. Newton runs the 2015 editions with the 2020 National Electrical Code. Colfax runs 2018.

Three jurisdictions, three vintages, and that is exactly what trips up a homeowner comparing quotes. Two bidders can price the same house to two different rule sets and both be right. The lots just sit on opposite sides of a line.

So ask every bidder which edition they priced. We confirm it with the desk issuing the permit before drawings go out.

Permits

### FEES DOUBLE IF YOU START TOO EARLY

County permits come from Jasper County Community Development at 315 W 3rd Street North, Suite 150, in Newton. Call 641-792-3084. The office runs 7:00 am to 3:00 pm, earlier than the courthouse, so plan the trip.

The county values work from the ICC Building Valuation Data tables, then charges from that number. It publishes no fee schedule, so we will not print a dollar figure here. Ask the office for yours.

One rule deserves your full attention. Permit fees double if work begins before the permit issues. The Building Official can reduce that for a demonstrated emergency, so do not count on it. We pull the permit first, every time.

Exemptions

### FARM BUILDINGS SIT OUTSIDE THIS CODE

Section 14 of Ordinance 40D carves out two limits worth knowing before you plan anything.

First, the county code skips buildings exempt under Iowa Code 331.304. That covers farm houses and farm buildings adapted mainly for agricultural use. The test is the real use, so be straight with the county. A shop that is really a garage is a different conversation.

Second, the county code stops at a city boundary. It reaches inside a city only at that city’s option, which is why Newton and Colfax run their own rules.

Anything the residential code does not cover needs documents signed and sealed by a registered design professional. Post frame buildings get one narrow exception.

The Ground

### GUMBO TILL SENDS WATER SIDEWAYS HERE

Jasper County sits on the Southern Iowa Drift Plain, Iowa’s oldest landscape. Loess caps the uplands, pre-Illinoian till shows on the side slopes, and poorly drained alluvial bottomland fills the valleys.

The layer to know is the gumbo till, a thick clay rich band that water struggles to pass through. Rain soaks down, meets it, and travels sideways. That creates seepage zones on hillsides.

So a walkout here can run wet on the uphill wall while the yard looks dry. We plan for it with footing drains, free draining backfill and grading that carries water away. Where drainage is a question, we pull parcel data from the USDA Web Soil Survey first.

- The South Skunk River is the main watercourse, with USGS gages at Colfax and near Newton
- Newton's design criteria sheet flags soils that swell, and Colfax amends its code for soils high in clay
- Outside city limits, floodplain work falls under county Ordinance 15E and Article 13 of the zoning ordinance

Inside a city, the city governs. Newton’s Community Development Building Division works from 303 W 4th Street North, Suite 501. Call 641-792-6622. Newton contracts inspections to Veenstra & Kimm, now part of Kleinfelder, at 515-850-2980, and permits usually issue in 2 to 3 business days.

Colfax puts one person in both chairs. Under Colfax Code 21.05, the City Administrator serves as Zoning Administrator and as building official. City Hall sits at 20 W Howard Street, 515-674-4096.

Does Jasper County inspect my new home?

Yes, and that makes it unusual. Boone, Warren, Story, Guthrie and Marshall counties run no structural inspection at all. This county staffs a Building Official plus two Inspection Technicians, and it requires four inspections: footings, foundation walls, rough in and final. The county and the City of Newton also signed a 28E mutual substitute inspection agreement on September 17, 2019. Each covers for the other when an inspector is out, expressly to hold down contract inspection costs. Inside Newton or Colfax, the city handles inspections instead of the county.

Electricians, plumbers and HVAC technicians do hold separate state licenses, and we work with licensed trades on every job. This county actually inspects rural work, which few Iowa counties do.
