New homes at the lake and on county acreages run through Guthrie County zoning at 712-792-9914, not a city desk. A $400,000 home pays about $152.50 in county permit fees, a fraction of metro cost. No county inspector checks the structure, so your builder is the quality control. Inside Panora, a contracted inspector does inspect. Iowa now requires a passive radon method in new one- and two-family homes, so the rough-in goes in at foundation stage. Home building starts at $150 per square foot, and final costs vary by scope, materials and complexity.

Guthrie County is two remodeling markets in one. The countywide median home was built in 1968, so small town houses here carry older wiring, older plumbing and plaster walls. Lake Panorama homes run a generation newer, at a 1992 median. Those projects are usually about updating finishes, opening up plans and making room for family. Where your kitchen sits decides how the paperwork goes. In Panora, a contracted inspector reviews the work against the 2021 code editions. In Guthrie Center, the city says plainly that it does not ensure building codes are met, so the standard is whatever your contractor holds. We hold ours to code either way. Lake kitchens feed weekend crowds, so we plan the layout around traffic, not just around cabinets. Slope is the gift here. Walkout and daylight basements work on Guthrie County ground in a way they do not on flat metro lots. The finished space feels like real living space. Two numbers still govern the work. Ceilings must reach 7 feet for habitable rooms, and a bedroom needs 5.7 square feet of net clear egress. We test for radon before drywall. The Lake

### LAKE PANORAMA IS NOT PANORA

Lake Panorama is a census designated place. It is not part of the City of Panora. Owners and builders routinely assume the Panora permit desk covers lake lots. It does not.

Lake Panorama sits in unincorporated Guthrie County, so county permitting applies. That one wrong assumption can cost you weeks of schedule and a set of redrawn plans. Diamondhead Lake works the same way, and so does every acreage outside a city limit.

The lake is also the county’s real construction market. Lake Panorama holds 543 of the county’s 614 seasonal housing units, or 88.4 percent. Its median home was built in 1992, against 1968 countywide. About 10.6 percent of all county housing is seasonal or recreational.

Septic

### THE LAKE RUNS ITS OWN WASTEWATER DISTRICT

Septic at Lake Panorama adds a third party. The Lake Panorama On-Site Wastewater Management District was created by county Ordinance No. 2 on October 14, 1980.

A five member committee runs it. The Lake Panorama Association board appoints three of the five, and the County Sanitarian serves as secretary. So the lake community holds the majority on the body that governs its own systems. Plan for that review, and plan for the time it takes.

Everywhere else, septic and wells clear Guthrie County Environmental Health at 641-747-3972. A new system runs $225 and a major repair $125. A percolation test runs $300, and so does a time of transfer inspection.

Permits

### NO COUNTY BUILDING DEPARTMENT EXISTS HERE

Start with the part nobody expects. Guthrie County does not run a building department or a building inspection program. None of its twenty departments is one.

What the county issues is a Building Permit and Certificate of Zoning Compliance. It confirms the project meets county zoning, and the form carries no building code reference. Iowa allows this, because the state building code applies only where the local governing body votes to accept it.

Plan on a phone call, not a walk in visit. Your Zoning Administrator is not a county employee. A regional council of governments staffs that job from Carroll, more than 60 miles from the courthouse. Authority still rests with the Board of Supervisors.

Permit Cost

### A $400,000 HOME PAYS $152.50

Guthrie County has the cheapest county permit in our service area, and it is not close. The published table charges $30 up to $10,000 in valuation and $65 at $50,000, then adds $0.25 per $1,000 above that.

Run a $400,000 home through it and the county permit lands at $152.50. Unincorporated Polk County runs about $1,514 on a 2,000 square foot home. Same state, very different math.

Two cautions. The schedule carries no date. It also stops at $476,000 in valuation, so a larger project has no published number at all. Call 712-792-9914 and confirm before you build a budget around it. City permits are separate from this table, so ask that desk too.

Towns We Serve

### SIX CITIES, SIX DIFFERENT ANSWERS

Guthrie Center is refreshingly blunt. Its zoning page says, word for word, “The City does not ensure that Building Codes are met.” A permit there costs $15.

Panora runs the opposite way. It has adopted the 2021 code editions, residential and building alike, and contracts inspection to Veenstra & Kimm, now part of Kleinfelder, at 515-850-2980. Jason Van Ausdall is the named inspector. Panora also publishes a 42 inch minimum foundation depth.

Stuart routes inspections to the same firm, though its packet cites the 2015 editions from a 2022 upload. Confirm the edition before you draw plans. Jamaica and Yale publish no process at all, and the Yale clerk seat is vacant. Silence is not permission.

The Ground

### SLOPE MAKES WALKOUT BASEMENTS WORK HERE

This county sits on the Southern Iowa Drift Plain. It is old ground, cut by streams into steep rolls and narrow ridges. On the uplands, loess, a windblown silt, lies over older glacial till.

The good news is slope. Daylight and walkout basements come easier here than on the flat ground around Ankeny or Johnston. The trade-off is that loess erodes, so where water goes after a hard rain becomes a design decision.

The Iowa Geological Survey also describes a dense gumbo paleosol buried in that older till. It blocks groundwater and pushes it sideways, which is why a hillside basement can seep while the yard looks dry. Where drainage is in question, we pull parcel data from the USDA Web Soil Survey before design.

I am building at Lake Panorama. Do I get my permit from Panora?

How deep do footings need to go here?

Panora publishes 42 inches below natural grade, and that is the only locally published frost depth in the county. Guthrie County itself publishes none, because it adopted no building code, and a code is where that number usually lives. Footings still have to reach below the local frost line, so ask whoever issues your permit what they expect. On a sloping lot, measure from the low side. A footing deep enough uphill can sit shallow where the grade falls away. We design to 42 inches when nobody publishes a number.

Why does my hillside basement leak when the yard looks dry?

Because the water is moving sideways. The Iowa Geological Survey describes a dense gumbo paleosol buried in the old till under the Southern Iowa Drift Plain. It acts as a barrier, so groundwater runs along the top of it and reaches your foundation wall from the side. Loess on the uplands erodes easily, which compounds the problem. The fix is drainage, not paint. We route surface water away, correct the grade, and give the water below a path around your basement. On a new build we do that at the excavation stage, when it costs the least.

Is Busy Builders licensed in Iowa?

Iowa registers general contractors rather than licensing them. We hold registration with the Iowa Department of Inspections, Appeals and Licensing. Iowa Code Chapter 91C requires it of anyone earning $2,000 or more a year from construction. Electricians, plumbers and HVAC technicians do hold separate state licenses, and we work with licensed trades on every job.
